Why is Passive Mode unavailable?

Passive Mode is unavailable in weaponized vehicles. After you kill another player, its activation is blocked for two minutes. After disabling it, you must wait five minutes before enabling it again.

You also cannot disable Passive Mode during its first 30 seconds. These are the documented vehicle and cooldown restrictions; the game may also restrict it during activities.
