Why are Lester or Merryweather abilities missing?
For missing Lester/Merryweather unlocks, Rockstar recommends checking the Trevor-and-Ron introduction at the T marker on the map and whether Brucie has called and appears in Contacts.
Its support article lists Rank 15 for that introduction progression. Individual services can have additional requirements; this does not mean every service unlocks at Rank 15. Competitive Freemode events can also disable services.
